Budget Responsibility and National Audit [HL] Bill: Committee stage report
The Bill establishes the Office for Budget Responsibility (OBR) on a statutory basis, following its creation after the general election of 2010. It also requires the Treasury to publish a Charter for Budget Responsibility setting out its approach to fiscal policy. The Bill would also confirm a new corporate governance structure for the National Audit Office, under a new paid post of Chair, who would develop a joint strategy with the Comptroller and Auditor General. Scotland Bill [Bill No 115 of 2010-11]
The Scotland Bill was published on 30 November 2010, and is scheduled for second reading on 27 January 2011. The Bill contains provisions to give the Scottish Parliament greater responsibility for raising its own revenue, in addition the borrowing powers of the Scottish Government are extended. The Bill also changes the boundary of devolved powers by amending some of the reserved matters in the Scotland Act 1998. Some new matters are devolved, some are reserved. The Bill also proposes small changes to provisions concerning the Scottish Parliament and the Scottish Government.

Public services (Social Enterprise and Social Value) Bill Bill No 6 of 2010/11
The Bill attempts to strengthen the social enterprise business sector and make the concept of ‘social value’ more relevant and important in the placement and provision of public services. New duties will be placed upon central and local government authorities to publish explicit strategies for supporting these values and the public procurement process will need to reflect and measure them. This Paper was completed before a final version of the Bill was published.
