Section 1 of the briefing sets out the government’s actions between the July 2024 general election and the publication of the white paper in December 2024.
Section 2 sets out the core new powers, and associated changes, that the white paper proposes for mayoral strategic authorities.
Section 3 explains the formal structures proposed by the white paper, including a revision of the devolution framework, the government’s approach to geographical boundaries, and the establishment of collective bodies such as the Council of the Nations and Regions.
Section 4 explains the changes proposed by the white paper to the governance of mayoral authorities, including arrangements for holding mayors to account.
