It also includes reforms to the regulation of health services and care standards, and would establish Health Education England (HEE) and the Health Research Authority (HRA) as statutory non-departmental public bodies.
The Bill was introduced in the House of Lords. This paper has been written for its Second Reading debate in the House of Commons on 16 December 2013.
