This Library paper provides information on the Housing Market Renewal Pathfinder programme which was initiated under the Labour Government in 2002 and which operated until 2011.

Housing Market Renewal (HMR) Pathfinders operated in areas of low housing demand between 2002 and 2011. The intention of the strategy was to renew failing housing markets and reconnect them to regional markets, to improve neighbourhoods and to encourage people to live and work in these areas.
The Coalition Government ended specific funding for the Pathfinders with effect from 30 March 2011.
This paper provides an overview of the HMR Pathfinders. It discusses the establishment and purpose of the Pathfinders, Government expenditure on them, and reports and briefings commenting on their effectiveness. Research has been published on the overall impact of the Pathfinders and the lessons that can be learned for future regeneration projects.
